Registration and plates
Series per office, running number per year, or a plate entered by hand. A plate already on another chassis is refused.
DVLA is the system a driver and vehicle licensing authority runs on. A licence application opened at the counter is the same record the examiner marks, the supervisor approves, the cashier receipts and the road officer checks. Nothing is retyped, nothing is held in a spreadsheet, and every change carries the name of the person who made it.
A DENDAT showcase platform. DVLA is a complete, working system we built to show the government platforms we deliver, and we license it to agencies. It is software made by DENDAT Technologies. It is not a government agency, is not affiliated with one, and does not issue licences.
The system refuses the out-of-order step, so the counter cannot. A practical test cannot be booked before the theory is passed. A licence cannot be approved while a fee is unpaid. A suspended licence cannot be renewed.
Plates change. Owners change. The chassis does not, so that is the key the register is built on. Plates are compared with spaces and dashes removed, so the same plate typed three ways at three offices is still one plate.
Series per office, running number per year, or a plate entered by hand. A plate already on another chassis is refused.
Opened at the counter, paid, then approved by a supervisor. A vehicle with unpaid fines does not change hands until they are settled.
Pass issues a numbered certificate with an expiry. Fail requires the defects. An odometer lower than the last inspection is flagged on the record.
Insurer, policy and cover dates on the vehicle record, so the roadside check can say whether it is covered today.
Each authority runs in its own currency, from cedis and naira to shillings, rand, CFA francs, dollars and euros. Money is stored in whole minor units, never as a decimal that drifts. Payments are voided with a reason, never deleted. A mobile money or bank payment must carry its transaction reference, and the same reference cannot be used twice.
The authority sets its own amounts. New fees start marked unconfirmed and the console says so until someone with authority has reviewed them.
Numbered per year, printable at the counter, linked to the application, transfer or fine they paid.
By day, fee, payment method and office, for any window up to a year. Voids are counted and shown, not hidden.
An officer types a licence number, plate or chassis and gets the alerts: suspended, superseded card, no roadworthiness, no insurance, overdue fines, recorded stolen. Booking an offence adds the fine and the points. When a driver reaches the limit inside the rolling window, their licence is suspended automatically and the officer is told on the spot.
Viewer, counter clerk, enforcement officer, examiner, supervisor, administrator. A clerk can take money; only a supervisor can void it.
Every issue, suspension, void, identity change, register check and report export is logged with the operator and the time.
One deployment can serve several authorities. Each sees only its own register, and a link to another's record answers "not found".
Employers and insurers confirm a licence with its number and the holder's date of birth. They see status, classes and expiry. Nothing else.
DVLA shows the kind of platform DENDAT delivers for government. For a licensing authority it is configured per agency: classes, fees, offences, plate series and the points rules. For any other agency, write to us with how your offices work today and we will show what we would build.
